As an Owner of a construction project, you have a choice to make. The choice of which construction delivery method is right for your project.
The most common three (3) construction delivery methods are Design-Bid-Build, Design-Build, and Construction Management at-Risk. All have been used with variations, but the major principles should remain in line with their purpose to match the needs of Owners with their projects.
Any construction delivery method can deliver a successful project, but choosing a construction delivery method of either Design-Build or Construction Management at-Risk can have great benefits for owners. It is important to note though, that they require more preparation and thought by an owner. A well thought-out selection criteria that is qualification based is crucial. The responses, or proposals, received need to be reviewed thoroughly and references verified. If price becomes a component of selection, the owner needs to clearly identify how they would like to see the fees presented to enable an apples to apples comparison.
The integrity and ethics of the firms chosen will determine the success of your project as well as the disadvantages or advantages of the delivery method.
Some might say Construction Management, or Construction Managment at-Risk (CMAR) is a good spin-off of the traditional Design-Bid-Build method, or "Hard Bid". You still get competitive bids from subcontractors, but you take out the "gamble" on who is going to manage the construction of the project. In addition, you get input from a firm with a vested interest in the sucess of the project early in the design phase. This input is valuable for the reduction of change orders, accurate scheduling, and quality of construction. The "builder's" point of view in pre-construction is something that the traditional Design-Bid-Build method doesn't get.
So what's with the "at-Risk"? What does that mean? It means you get competitive bids, and a GUARANTEED Maximum Price (GMP). This GMP is the contract amount for the Construction Manager's services and costs to build the project. If the final cost is above this GMP, we are at risk for the difference...if it goes below, YOU get 100% of the savings returned. We also remove risk from the Owner by providing 100% Payment and Performance Bonds and pre-qualifying subcontractors and major suppliers.
For over fifteen years, our firm has been setting the standard for Construction Management in Wyoming. We have successfully completed 58 projects in excess of $439 Million. Our open-book practices have been adopted by the State of Wyoming School Facilities Department and we continue to work with several public and private entities on the proper procedures for true Construction Management.

If time is of the essence, Design-Build is the delivery method for your project.
Design- Build is a delivery method most commonly selected for a project in which time is the most critical factor. An Owner of a project contracts with a single entity for the design and construction of their project known as the Design Builder. The owner provides a conceptual plan for the project to the design builder, and in turn the owner is given a conceptual design, schedule of delivery, and price.
The most common contractual agreements for the Design-Builder are joint ventures between the firms or the designer becomes a consultant of the Design-Builder.
The Fort Washakie School Gym Addition in Fort Washakie, Wyoming was completed using the Design-Build method.
As the Design-Builder for the project, Groathouse Construction, Inc. worked to coordinate, create, and execute the Design-Build Parameters based on the specific requirements of the three different agencies involved (School Board, Tribal Council, and Community). This was completed as well as meeting the aggressive schedule and limited budget.
The job of an owners representative is to provide professional coordination and communication between all parties involved with the planning and construction of a project.
